E. Joyce Gould Nursing and Politics Collection

E. Joyce Gould is a political nursing activist who after receiving her degrees from The Kings College (1965), Columbia University (1968) and University of Pennsylvania (1979) went on to a very dynamic lobbying career for nurses. She worked for organizations such as CAMcare Health Corporation, United Home Health Services, New York State Nurses Association, and Citizens Action of New York. Gould was also affiliated with the Pennsylvania Nurses Association and the American Nurses Association. Her career included education presentations and papers, lobbying programs, and political research. The collection contains papers and presentations from her professional career and professional associations, as well as campaign ephemera from her years lobbying, spanning 1968-2007.

Biographical Sketch

E. Joyce Gould received her Associate of Arts in Pre-nursing from King’s College in 1965. She then went on to get her Bachelors of Science in Nursing from Columbia University in 1968. Later, she received her Masters of Science in Nursing with a concentration in community health nursing and teaching from the University of Pennsylvania in 1979. Yet, Gould would probably say that her learning never stopped. She was constantly reading and challenging herself to become an effective nursing activist. Her education started her in the community health services; however, her need for social justice would lead her to activism on behalf of the nurses she worked with.

While Gould’s nursing career is dappled with clinical experience she was constantly moving toward policy and activism. Her records start with her involvement in Home Care Services, CAMcare Health Services, and United Home Health Services. She was a Liaison Public Health Coordinator, a Director of Patient Services, an Assistant Administrator for Clinical Services, and finally Vice President. Her ambition can clearly be seen over the ten years she worked in the field of clinical and traveling nursing. During this time she advocated for staffing, quality assurance, and homogenized nursing practices. She even delved into lobbying at this point.

Her activism found its place later on at the New York State Nurses Association (NYSNA) where she became the Director of the Legislative Program. She created several manuals on lobbying, the Nurse Practice Act, and the NYS Democratic Committee Campaign. One of her campaigns focused on the nursing shortage referred to as the “band aid campaign.” She was also very focused on licensure during the Department of Health’s movement to loosen restrictions.

Later on Gould became the Health Care Project Director at citizens Action of New York. She moved back toward her community nursing/public nursing roots. She worked on health care, social insurance programs, financial privacy, and tax policy. Gould was constantly learning new ways to push her lobbying into the public domain by learning new skills, such as how to make a press release concise enough for the newspapers to cover it and for the public to understand.

Not only was Gould involved in the realm of politics and nursing in her career, but also in her professional associations. Gould was a member of the American Nurses Association (ANA) and the Pennsylvania Nurses Association (PNA). As part of the PNA Gould also worked on, and helped establish, the Politically Responsible Nurses (a Political Action Committee of the PNA) and the Pennsylvania Political Nursing Network.

As part of her affiliation with her differing administrative and associational organizations, Gould became a teacher to fellow nurses on politics, activism, and nursing. Gould published in the field of politics and nursing over thirty times and gave over 140 presentations on the subject. She was also a Nursing and Politics and Community Health Nursing Consultant. Gould has had a very full and accomplished career in politics and nursing for over three decades.

Scope and Contents Notes

This collection includes professional papers and ephemera from E. Joyce Gould’s political nursing activist career spanning 1968-2007. The collection consists of papers from Gould’s time at United Home Health Services, CAMcare Health Corporation (Camden, NJ), the New York State Nurses Association, and several more. The papers include handbooks, pamphlets, foundational records, newspaper articles, memos, professional letters, etc.

The collection also includes a large series of presentations. Gould was not only an activist, but also an educator. She would take her experiences and create presentations to educate nurses in politics. The collection includes the notes from these presentations, as well as the overhead slides.

E. Joyce Gould’s collection had a vast collection of books associated with it that shaped her understanding of politics and nursing. Along with the books are awards for Gould’s various accomplishments within the arena of nursing activism.

Last, a large part of the collection consists of ephemera from Gould’s lobbying and nursing career. There are campaign pins, hats, shirts, sweaters and tote bags. Also, the collection contains Gould’s student nursing uniform from Columbia University, School of Nursing, including several caps, and a visiting nurse’s bag.

Series Descriptions

Series 1: Education (1965-1981)
This series contains four subseries. The first two are from Gould’s Bachelors and Masters programs: Columbia University, School of Nursing (1965-1968) and University of Pennsylvania (1970s to 1980s). These collections include handouts and school papers. The third subseries is from a class taken at the Wharton Business School on Financing Personal Health Care Systems (1979). The papers consist of notes, handouts, journal articles and school papers. The last subseries is Self-Education and consists mostly of journal articles on politics and nursing.
Series 2: Professional Career (1979-2007)
This series includes five subseries. The first three are from Gould’s time working for organizations that either ran clinics for the poor and uninsured, or worked on programs for home nursing. The three organizations are: Home Care Services, CAMcare Health Corporation, and United Home Health Services. The papers include: information on lobbying, handbooks on nursing models and education plans, manuals on program evaluations, standards of nursing care, etc. Most of these records came from Gould’s informational binders. The fourth subseries is Gould’s records from the New York State Nurses Association including: lobbying information, nurse practice act manual, Legislative District Coordinator Manual, and several years of licensure literature. The last collection is from Gould’s time at Citizens Action of New York, the collection contains press releases, journal articles, promotional information, and correspondence.
Series 3: Research (1979-2000)
This series contains three subseries: Nursing and Politics, Political Action, and Women and Politics. The papers are journal articles, photocopied books, and pamphlets that Gould used for research purposes. The research spans from 1979 to 2000.
Series 4: Personal Political Involvement (1984)
This series consists of one folder from Gould’s attempt to run for a political office. It has correspondence, campaign information, and campaign advertisements.
Series 5: Professional Associations (1980-1995)
This series contains five subseries: the Pennsylvania Cancer Control Advisory Board, Politically Responsible Nurses, Pennsylvania’s Political Nursing Network, Pennsylvania Nurses Association, and American Nurses Association. The subseries include correspondence, workbooks, pamphlets, publications, and in some cases foundational materials.
Series 6: Presentations (1979-2007)
This series consists of four subseries: United Home Health Services, Slides, Presentations, and Research Materials. The United Home Health Services subseries includes notes and slides from the presentations Gould did while part of that organization. The Slide subseries contains (outside of the United Home Health Services) all the slides that correspond with Gould’s many presentations over the course of her career. The subseries of Presentations contains the notes from her presentations from 1979-2007. The last subseries entitled Research Materials consists of journal articles and web articles used while compiling these presentations.
Series 7: Awards (1981-2000)
This series contains plaques, certificates, a medal, a commemorative plate, and even videotape from the many awards Gould received over her career. There are also corresponding papers of award and congratulation for several of the awards.
Series 8: Books
This series contains books that cover state government, public health issues and policy, importance of nursing, American political system, nursing books on politics, and several more that helped shape Gould’s political nursing activist career.
Series 9: Politics and Nursing Ephemera (1979-2007)
This series contains ephemera from Gould’s home nursing career including a uniform and a Public Health Nurse’s bag. There are also several t-shirt, sweaters, hats, and tote bags that have slogans from various nursing lobbying campaigns. Last, there are just shy of a 150 political buttons from endorsements of senators, presidents and pro-nursing legislation.
